England to launch university free speech complaints system next academic year
The Facts
- A new free speech complaints system for England's universities is due to come into force for the next academic year.
- The new system will allow academics and other university staff to take free speech complaints directly to the Office for Students.
- The scheme will also be open to external speakers and other non-student members, not just university staff.
- Students will not be able to use the new complaints system and will continue to raise concerns through their university and then an independent adjudicator.
- The Office for Students will investigate complaints and can recommend actions including reviewing decisions, paying compensation, or improving processes.
- From April 2027, universities could face fines of up to £500,000 or 2% of their income if they are found to have failed to protect free speech.
- A stronger legal framework on freedom of speech in England's higher education sector came into force in August 2025, but the complaints system element was delayed.
- The Labour government removed an earlier proposal that would have allowed individuals to sue universities in the civil courts over free speech issues.
